One location at meter No. A41, adjacent to the park in the 400 Block of East Second Avenue on the north side, shall be reserved during concerts and special events located at the park and shall be available from 1/2 hour before the concert or special event to 1/2 hour after the concert or special event. This location shall be reserved for one of the holders of the permits for permanent parking locations described in §
330-18. If those permit holders are unable to agree upon a reasonable rotation of the right to use this location, then, upon application of at least two of those permit holders, a permanent rotation system shall be set up by the Borough Clerk to rotate the location for each concert and/or special event. Any of such permit holders may assign their right to the use of this location for a particular concert or special event by a written assignment, which the assignee must have in his possession on the day of the concert or special event.
