The provisions of this article shall not apply
to municipal employees who may be required to enter upon the beaches
in the performance of their municipal duties or functions, nor to
any governmental agency, its employees, agents, contractors and subcontractors,
who may be engaged in beach restorations or protection work, under
the authority of this City. However, such personnel shall, if at all
possible, avoid doing any damage to sand dunes on the beaches.
