§ 3-45. Powers and duties.

  • The Department Head:
    A. 
    Shall recommend appointment of subordinate officers and employees within his/her Department and may, with the approval of the Mayor and/or City Administrator, remove such officers and employees.
    B. 
    Shall plan and supervise the work of the Department.
    C. 
    Shall assign and may modify the functions and duties of subordinates.
    D. 
    May delegate to subordinate employees, in writing, such supervisory powers as he/she may deem necessary for efficient administration.
    E. 
    May be required to report monthly to the Mayor and City Council on the work of his/her Department in such form as the Mayor or Council Committee Chairman shall specify.
    F. 
    Shall authorize all purchase requisitions or provide for their authorization and shall certify the correctness and propriety of all payrolls and vouchers or provide the certification.
    G. 
    Shall cooperate with the City Administrator in preparation of studies, surveys, rules, and regulations.
    H. 
    Shall advise the City Administrator of dealings with other municipal departments and when implementing policies which affect more than two departments, and shall communicate through the Office of the City Administrator.
    I. 
    Shall perform such other duties as may be assigned by the Mayor and/or City Council.
    J. 
    Shall be administratively accountable to the City Administrator.
